Migration

Active planning for moving Blockdata out of the legacy writing-system repo into the clean blockdata-web monorepo on Cloudflare.

Everything that used to live in these devdocs (operational canon — pm-manifest, contracts, local-dev, parity, etc. — plus product-doc placeholders) was moved to nonactive-files/devdocs-content/. It's preserved and reversible, just no longer the live set.
